Cambodian Journal of Educational Research
The Cambodian Journal of Educational Research (CJER) is a peer-reviewed English-language journal of education, published by the Cambodian Education Forum.[1][2] It publishes work on education and English language teaching for Cambodian and international readers, from an editorial office in Phnom Penh.[3][1]
History
The Cambodian Education Forum team began planning a Cambodia-based journal in December 2020. The first issue appeared on September 10, 2021. It gathered 11 articles the forum had published before July 2021: three on learning during the COVID-19 pandemic, two on professional development and on learning and teaching English pronunciation, three on higher education and three on general issues in education.[4] The issue archive begins with Volume 1, Number 1 (2021).[5] At the start, the journal published only short articles and book reviews, because it did not yet have the resources to support full-length articles.[4]
In the second issue, in December 2021, Kimkong Heng wrote an editorial on the forum's part in building a research culture in Cambodia. The forum offered a publication platform and internship programs to help novice and young Cambodian writers and researchers write for publication in English.[6]
The journal was first hosted on the forum's own website. It later moved to an Open Journal Systems platform at cjerjournal.com, and submissions that once went by email now go through that platform.[2] Volume 3, Number 2 (December 2023) opened with an editorial by Koemhong Sol and Kimkong Heng, "The Cambodian Journal of Educational Research's 3rd anniversary: Reflecting on its development."[7] In Volume 4, Number 1 (June 2024), Kimkong Heng and Koemhong Sol wrote on the journal's use of the new platform.[8]
Scope
The journal's interests include education and English language teaching in Cambodia, Southeast Asia and the wider Asia-Pacific region.[3] At its launch in 2021, it named Cambodian and regional readers as its audience.[4]
Its issues range across teaching, higher education and personal development. Volume 3, Number 2 (December 2023) carried articles on business and liberal arts in a Cambodian higher education institution, on improving the quality of Cambodian higher education, on the professorial ranking system in Cambodia and on promoting reading habits among Cambodians.[7] Volume 4, Number 1 (June 2024) included articles on the flipped classroom among Cambodian university students of English, on ChatGPT-4o in English language teaching, on financial literacy education for Cambodian students and on e-mentoring, along with a book review.[8] Da Bou's "Challenges and suggestions for improving the quality of higher education in Cambodia" appeared in 2025.[9] Sophal Kao's "Understanding Khmer speakers' difficulties in using English: A linguistic and cultural analysis" appeared in Volume 6, Number 1 (2026), pages 1 to 32.[10]
Editorial process
Manuscripts must be original and not published or under consideration elsewhere. The editorial team first screens each one, then decides whether to send it to two invited reviewers for blind peer review.[1][2] The journal's review policy calls this review double-blind and asks authors to remove identifying information from their manuscripts and related files.[11]
The journal publishes two issues a year, in June and December. Submissions are accepted throughout the year, and accepted manuscripts are published online first, then included in one of the two issues.[2][11] The 2021 guidelines set limits of 7,000 words for full-length articles, 3,500 for short articles and 1,500 for book reviews, with abstracts of no more than 150 words and all counts including references and appendices. Citations follow APA style, 7th edition.[4] The journal's author guidelines, submission information and manuscript template are published on its website.[12]
Publication details
The journal has print ISSN 3006-290X and online ISSN 3005-2149.[2] Its website states that the work is licensed under a Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License, while article pages state that articles are licensed under a Creative Commons Attribution 4.0 International License.[1][10] The journal also publishes an open-access policy.[13] RYE Education Hub designed and developed the journal's website.[1]
